I also checked the seasons folder in buy mode and no luck there either Please help!! You don't 'buy' the lights. Just click on the front door and the option to hang lights will come up.
If the option does not come up, try clicking on another door, like say, the back door. It's a little finicky. If all the doors leading outside don't work, then it could be your roof. Someone in another forum said you can't hang lights on certain roofs. Try changing your roof and see if it works then. I had this issue, but the problem was that I had never designated a front door for my house.
